Can PR spouse apply for OWP from outside Canada?

My spouse is a Canadian permanent resident now living in Canada, with a technical job which falls in NOC skill type of A or B.

I went through the questionnaire on CIC website and found that I am eligible to apply for Open Work Permit with the intention of a temporary work.

However, I just noticed the explanation for OWP from CanadaVisa.com as below. Spouse of permanent resident seems not eligible for OWP.

Open work permits may be applied for by the spouses or common-law partners of foreign temporary workers.

While the explanation from CIC website is also vague:

Your spouse or common-law partner is a skilled worker in an occupation under the National Occupational Classification (NOC) skill type 0, A or B.
( Who can apply for an open work permit? )

So my question is: Am I really eligible for Open Work Permit? Thanks for any help!

Short answer is No, you're not eligible for SOWP.

However you're eligible for Permanent residence through Spouse sponsorship (within or outside Canada, 17 months expected process time).

If you come as visitor to Canada (you should convince VO you're willing to come back to your country, and meet all other requirements like VISA, funds...), you can request a SOWP under pilot program.
