My spouse is a Canadian permanent resident now living in Canada, with a technical job which falls in NOC skill type of A or B.
I went through the questionnaire on CIC website and found that I am eligible to apply for Open Work Permit with the intention of a temporary work.
However, I just noticed the explanation for OWP from CanadaVisa.com as below. Spouse of permanent resident seems not eligible for OWP.

While the explanation from CIC website is also vague:Open work permits may be applied for by the spouses or common-law partners of foreign temporary workers.
