Can PR apply for Spouse Visa , if so by when?

Hello,
After i land in Canada with a PR(on employment) after how many months i become eligible to Sponsor Spouse for PR.
Is there a criteria say for 1yr have to work, need to submit some kind of bank statements for past 6months or tax payments or show proof of accommodation in canada etc..only after this is the PR for spouse possible.

Or once i land up in Canada on PR can i apply within a months time for spouse. If yes then how many months it would take for an indian citizen(spouse) living in India to get this Spouse visa?

Is this more complicated to get visa or should i apply in Express entry profile itself as Spouse Accompanying.

But making an express entry is just speculating that we would get ITA. As my CRS points would hover around 420 the chances of ITA in next 1yr period would probably be less.
So spending on IELTS & ECA for spouse would rather be a waste of money if i don't get ITA . Hence i felt i being principal applicant will apply as Single , wait for ITA, if i get ITA go on PR, work for some months, settle down later can apply for spouse visa..
If i dont get ITA, then i would save some amount of her IELTS & ECA initially itself. Plus even if i get PR without valid job offer i will have to settle down with some job in canada else 2 person expense burden cant be possible.
