Quick query please - can parents be dependents in IIm008 form declaration, guidelines does not mention that option .
Can parents be dependents ?

No they can't, that's why they are not mentioned.
Only your spouse and your children under 19 are your dependents and must be included in your application, either accompanying you or not. You parents and other family members can be sponsored later on, once you are already settled in Canada.
