Can parents accompany minor children who has a study permit ?

Hi,

My minor brother has been accepted by one Toronto school. My mother would like to accompany him. So is there any type of visa/permit she can apply for ? if not what is the maximum duration she can stay in Canada on a vistor visa ?

No - there is no such visa.

She would need to apply for a regular TRV. How long she is allowed to visit Canada will be determined by the CBSA officer when she enters Canada. She can try applying for an extension if she wants to stay longer than she is originally allowed - but there is of course no guarantee of approval. Generally speaking, she would want to make sure she spends more time outside of Canada than inside of Canada in any 12 year period. Otherwise it might look like she's trying to live in Canada without authorization and is abusing her visitor visa privileges.

a visit visa is just that allowing someone to simply visit Canada not to stay in or live in Canada for an extended period.

Your brother needs to have a custodian or guardian identified who is either a citizen or PR not a visitor whose status could be terminated at any time. Add to that as sure you know she cannot work at all whilst a visitor and as a visitor may only get a 6 month or less stay on entry to the country no way to predict.
