Can PA arrive to Canada before Sponsor?

Note: the biggest issue here is whether the covid rules requiring new PRs arriving to be coming for 'family reunification' i.e. reuniting with a family member or travelling with that family member (who is already a Canadian citizen or PR). I think those rules have been dropped but I'm not certain (esp if applies to those arriving from all countries/nationalities).

So comments here below only if I'm correct those travel restrictions (family reunification only) have been removed.

As for landing before the citizen-sponsor's return - I'm not aware of any formal rules about this so I am not 100% certain. But put differently, since the sponsorship (and your PR documents) were granted on the condition the citizen-sponsor residing in Canada with the applicant (returning to Canada), it seems conceivable that they could find it odd and ask questions.

BUT: I strongly doubt that they would raise this as an issue unless there was some reason to believe you and the sponsor had misrepresented information about the sponsor's intent to return. I.e. they probably would only object if they believed the sponsor wasn't actually coming back to Canada (and hence the terms of the sponsorship weren't being respected). Doubt they would even think about it if sponsor was arriving the next day.

So, in simple terms, don't raise the issue, but if asked, just tell the truth - the sponsor's return to Canada was delayed [...because whatever] a bit but [has tickets or whatever else is relevant]. I think very unlikely they'd make an issue of it if the reasons are plausible and the delay is not long.

Otherwise (per your other question) - if you;'re landing and all docs in order, there will be questions about covid stuff (whatever applies to you, vaccination, quarantine, etc). They may ask if you have goods following in a shipment (that does require extra steps at customs); your spouse can do that stuff on arrival as a returning Canadian. They'll need to confirm address you'll be residing at (to send your PR card later). Other than that, pretty routine stuff. Oh, they will ask you to confirm and sign all the info in your COPR - that it's all accurate.
