Can one apply for a reentry visa by mail from Buffalo without leaving Canada

I have a valid work permit. I need to go for my sister’s wedding to the US and need to apply for a reentry Visa for Canada AFTER . I do not have a US visa but would apply for it after I get my reentry visa for Canada. I have the following questions:

1. Can I apply for a re-entry visa for Canada by mail from Buffalo or Seattle? I cannot find the info on the website.

2.Is there a separate visa form for this or does one fill the regular application for visa applications submitted outside Canada?

"Effective January 15, 2011, the only TRV application form that will be accepted by Citizenship and Immigration Canada is the new Application for a Temporary Resident Visa Made Outside of Canada [IMM 5257] form. To ensure you have the most recent application form, please use the link to the application form."

1. If you have a valid work permit, and are only going to the US or St. Pierre et Miquelon, you don't require a new TRV, as long as re-enter Canada within the validity of your work permit.
2. You have to apply for a US visa.

I am resident in Canada and urgently need help on the following :

Under column 7 Country of Current Residence [/b] under Resident From and to. I can fill the date for From but what to fill under TO ..I mean I am currently resident. Should I fill the day I plan to travel out of Canada

And again Under section DETAILS of visit to Canada and How long do you intend to stay, the From date will be the date of reentry but what to fill under To...should I just fill a random two year date from reentry?
Also how to fill the funds available for visit- should I put my salary multiplied by 2 (to indicate funds for 2 years) ?

Please help - without this info my application is incomplete and i need to submit it soonest.

For "To" you can enter today's date(to enable you validate the form) but when you print it out, draw a line across the date and write "present" before mailing it.
