Can my wife's mom and aunt both apply for their visitor visas (Serbia)?

With travel restrictions, I know they won't be able to travel to Canada for some time, but would they at least be able to submit their paperwork together, and have their applications both processed? Or will her mom's be the only application that's processed until restrictions are relaxed?

My wife is a PR in Canada from Serbia.

They can submit their 2 applications at the same time. Yes they can send their application now but your aunt’s application won’t be prioritized.

I assume then if they get accepted, that the validity of their visas will be the length of their passports? Assuming one can't put exact dates right away due to COVID-19... It could be months or a year or more before they can actually travel here. We just want them to come as soon as they can and its safe :)

No a visa expiry date doesn’t need to correspond to a passport expiry date. It could be much shorter.
