So she isn’t actually coming as a visitor? That could go badly.

she came as a visitor. But now she thinking to work here because she saw how little hard lifestyle here. That’s why she is deciding to get open work permit. What are the chances?

If you are not from a Visa exempt country and if you are not approved in principal and hold a POE intro letter, CBSA won't issue a WP... She is lucky that they let her back in Canada. I have seen CBSA will hold on to the passport and ask the applicant to bring a one way ticket to back home....
