Generally a sponsor cannot sponsor his/her siblings while their parents are still alive. Usually the sibling can be sponsor indirectly through the parents being sponsored. The unmarried siblings under 19 are considered dependents of parents.

Only exception to the rule is when the sponsor has no other relatives alive living with the sponsor in Canada. No children, no spouse, and no parents.
