Can my sister 57 & jobless accompany my parents for tourist in Canada?

Hi,
I have a sister with the age of 57 not married and has no job except taking care of my parents and I want her to accompany my mom & dad to fly as a tourist for 3 months, is this possible? If it is, what requirement does she need to obtain a tourist visa? Please response.

Sure, she can apply for a TRV.

She must provide solid evidence/reasons to return to the home country, such as property/land ownership/lease agreement, financial situation, previous travel history, family ties, etc
