Can my child have SIN as a visitor

Hi, I came to NL, Canada on a work permit to work for a specific employer. My wife has an open work permit, and our child (4 month old) has a visitor permit. We all came together 7 days ago. I went to Service Canada to apply for my and child's SINs, and the clerk said that my child cannot have a SIN as he is a visitor. I asked about how can I use the child tax benefit, she wrote on a sticker number to call and instructions and handed to me:

Canada Revenue Agency 1-800-959-8281 press 0
* Child has visitors permit but does not have SIN.
*What do I do to apply for Govt. Services?

My question is:
Can I apply for child tax benefits etc, without child's SIN? Is there any way I can get SIN for my child?

I don't want to claim benefit now. What I wanted to apply and get SIN for my son for the future claims. Thanks for the link.
