Can my canadian cousin do my application inside canade while im in riyadh

Hello guys. I just want to ask if my canadian cousin can do my application as temporary resident visa, work permit etc.? Since we both signed for the use of representative included in the package kit from cic. Im currently working here in riyadh and I checked that it would take 7months of processing from here, but if it will be done inside canada it would take less tahn a month processing, 2 weeks to be exact.
Please... I need your help...

No - you have to apply from outside of Canada. It doesn't matter where your cousin is - it matters where you are.

You can try online application and as online applications have been known to reduce processing time as CIC is able to move the processing to a visa office that has less number of applications to process.

Unless it is an extremely rare situation, submitting online might speed up an application max by a week or so i.e. avoiding the time in which CIC's local embassy scans your docs in case of manual application, upload them and create a file.

Just clarifying that submitting online does not change the visa office that should process your application in general (in your case Riyadh). It's true that CIC can transfer an application's processing to another embassy internally and it could be done faster if there is lesser back log there. However, in practice i only heard it happening in rare circumstances that are not in applicant's control.

For instance about 1.5 year or so ago, several major CIC embassies were on strike - so there were huge backlogs and online applications were processed via other embassies vs paper applications were delayed by huge margins.
