Can mother travel on valid visitors visa to Canada based on my medical condition (recovery from car accident)?

Hello folks, I'm in a situation and needing some inputs from you to help me take the next steps:

1. My mom has a valid Canada visitors visa. She has visited me once, stayed with me for a year (after getting stay extension) and went back to India in Feb'2020. I'm recovering from a car accident that happened in Nov'2019. I'm on leave from work and undergoing proper ICBC recommended treatment. I'd sent her back home in Feb bcz her visitor stay extension period was expiring and I thought I would be able to manage somehow with ICBC providing me cleaning and cooking assistance during the recovery. I know I could've applied for another stay extension, but I was involved in too many things that time, and my brain didn't work practically. However, COVID screwed everything up for me starting March, so, I'm doing all house chores on my own since then, which in a way has slowed down my recovery as I continue to attend physio and massage.. Is there a way to get any document from CBSA and/or IRCC for her essential travel to Canada to take care of me/ be with me while I recover... so that she doesn't have a problem in boarding a flight? I canprovide all relevant medical documents and will buy her health insurance in advance. I live in a 1 bedroom independent suite, so, she can quarantine here easily.

2. I wish to apply for her supervisa online while she is in India and before she is allowed to travel to Canada based on pt. 1. If I apply for her supervisa in a day or two with all correct documents, I'm aware that she'll get a request for biometric and medicals in a few weeks. But say, after submitting her supervisa application online, if she is allowed to travel to Canada on her already valid visitors visa based on account of my medical issue, can we do her medicals and biometric in Canada instead of India whenever the request is received? I mean will it impact her supervisa application in anyway if she travels to Canada on visitors after submitting her supervisa application online? Also, if supervisa gets approved while she is in Canada, where and how the passport will have to be sent for visa stamping?

3. Have you come across any immediate family member of a PR in Canada whose parents successfully traveled from India to Canada on visitors visa during the last 2 months for an essential/ medical/non-discretionary reason... I mean from the time travel exemptions were a little relaxed for immediate family members of PR/ Citizens?

Please share your inputs and experience urgently. I wish to plan her flight as well as her supervisa application asap in accordance to the inputs received. Much thanks in advance.

Your mother can’t quarantine with you if you are going to Rehab. You risk infecting the rehab staff and other patients.

I don't go to rehab.. only my appointments. Plus I've a 1 bedroom independent suite. She will quarantine herself in the bedroom while I'll live in the living room. Ofcourse, bathroom will be in common use.

If not, then I can book an AirBnB for her stay for those 2 weeks. But I know people are doing the above mentioned thing.

Does this make sense?

You need to book an AirBnB for 14 days for your mother or you will put all your health practionners and their Other patients at risk as well as yourself. Sharing a bathroom and kitchen in a 1 bedroom apartment isn’t a possible quarantine location unless you will both remain inside. Even if you are going to appointments it is still probably considered rehabilitation.

As long as your mother has proof that she is the mother of a PR card holder she will be fine. A copy of your PR card and your birth certificate should be fine. Parents of PR are not restricted. Finding a flight is your biggest issue.

Yes safety is important but would imagine your health practitioners would also refuse to see you if they realized you were living with your mother who had just arrived from India. It would be too much of a risk for their clinic financially, their staff/patients and them personally.
