Can miltary service count as foreign work experience?

Quick question for a friend.

My friend (Korean citizen, currently working in Canada on the post-graduatation program) is trying to apply for PR through Express Entry, but his points are currently less than 400, so currently it looks like he wouldn't get drawn from the pool. However, we're unsure whether his Korean miltary service would count as foreign work experience? If so, would the NOC code just be associated with the work he performed (he worked as some kind of IT technician, I believe)?

Just so you know NOC is always associated to the Job duties or the roles and responsibilities that one performs irrespective of which employer S/he is associated with.
