Can I withdraw visa applications after getting passport request?

I am wondering whether I can withdraw visa applications after getting the request for passport, the reason being that I cannot afford the time to mail the passport and get it back given my other travel plans. I have waited for an unbearably long time to receive the request, but now it is too late.

If I choose to not mail my passport to the consulates, will my case be recorded by the Canadian Citizenship and Immigration? Will it be treated as "visa refusal"?

Thanks.

I just read about visa accepted/refusal thing, I found it on the NY consulate website.

It says "Passport not receive with in 30days after the request will be counted as a refusal"

That's not the exact word but if you want I can show you where I have seen this from.

Anyway about your first question "Can I cancel it", I don't know, It would also be really nice to know cause I feared the same thing would happen to me, As I applied online on May 9th but need to be in Canada in June 3rd.

P.S. I would have applied faster if it's not with the age restriction of 16, It's pretty sad :(
