COQs are for skilled trades only (plumber, electrician...).

http://www.cic.gc.ca/english/immigrate/trades/apply-who.asp
Major Group 72, industrial, electrical and construction trades,
Major Group 73, maintenance and equipment operation trades,
Major Group 82, supervisors and technical jobs in natural resources, agriculture and related production,
Major Group 92, processing, manufacturing and utilities supervisors and central control operators,
Minor Group 632, chefs and cooks, and
Minor Group 633, butchers and bakers.

So you can't use it for the COQ "points" in the CRS. However, it is still a good thing to have, it will strengthen your application if you have work experience as a technician.

Can you please help how did you get oacett certificate?
I have a bachelor's in Electrical Engineering from home country and Electrical Engineering Technologist (3 years) from Canada.
Do I need to write any exam or do they just need my certificates to evaluate this?
Any kind of info will be appreciated. Thanks
