Can I use MNPN to apply EE?

Dear All,
I am now in Manitoba, NOC-Skill Level B, one year full time working experience locally.
I passed and received 'NOMINATION CERTIFICATE #" from MPNP, while it shows "You must apply to Citizenship and Immigration Canada (CIC) using a paper application form. Please note this nomination is not valid for Express Entry".
Can I still use my MPNP to apply for EE on CIC website?

No, it clearly states it's not valid for EE. You have to apply paper based.
