I have a friend live in Madagascar, both his computer and english skills are limited. I myself is a canadian citizen, just wondering if he signed all the forms, mailed his passport, photos and all other documents to me, can i send the application to a canadian visa office within canada on his behalf or i have to send his application to the visa office in south africa. thx.
