Can I stay in Canada ?

I am expected to graduate in Winter’20 however I am not enrolled as a full-time or a part-time student for Winter 2020 semester. This is due to the fact that I am taking supplemental exams for courses that I got D in Fall 2019 semester. I'm expected to receive a notification of my grades and my graduation approval by the second week of March.

Furthermore, my study permit expires on March 31st 2020 before which I intend to apply for a PGWP. I have read on CIC website that I can provide a letter from my university that approves my leave from studies:

Is my situation an acceptable leave from studies and can I stay in Canada on my current Study permit? Can my current situation i.e. not enrolled full-time/part-time impact my application for PGWP?

What's Winter semester? Are you expected to graduate in Spring of 20? Regardless, you are only allowed part time status for the final semester. Go enroll in any course you can take to maintain your full time status. There are a bunch of 1000 or 2000 level courses which have no prerequisites. It might cost you some money now but will be worth it in long run.
Also, explore co-op as that will give you full time status too. Action it now as you have pretty much no time left!

Winter semester is the equivalent to Spring semester so yes Spring 20. I am only retaking exams this semester which will be held in March. These exams will fulfill my degree requirements. I don't understand if my study permit is valid and I'm going to receive a notification of graduation in March, then why do I have to register for any courses? Can't I send them a letter stating my situation for the final semester and how my graduation got approved earlier than other students? I don't qualify for co-op since my degree is not a co-op degree.
