I am from Egypt and I want to apply for FSW visa.

Can I start the procedures from Egypt then move to another country and continue the procedures from there?

Yes you can. Just make sure the documents that you need from your domestic country (ex - PCC) are either available or you are able to get them in the future living in a different country.

You don't need to do anything. CIC does'nt care about it.

You can send an application from any country - it does not matter. However, if your living in a foreign land there are some things you would need to take care of like PCC which again has some other conditions.
