Can I sponsor my spouse while my parents PR is under process?

Hello,
I am planning to sponsor my Spouse living in Canada with me on Visitor visa.
I currently have a Parents and Grandparents application in process for my parents.
I am hoping it will be completed only around Feb 2019.

While completing my Spousal application, I noticed a question which read as below :-
"Have you submitted a previous application in respect of which a final decision has not been made for the person being sponsored and their family members "

My Question
Does this mean I cannot submit my spouse sponsorship application until my Parents application is completed ???

you can submit application to sponsor your spouse while your parents sponsorship is been processed.

you don't have a previous application for your spouse but your parents....so your answer to the question is "No".
