can I sponsor my niece for applying a visitor visa

How my niece, who is 9 years old, can apply a visitor application just herself. I know 9 years old child has to apply with her parent. I would like to my niece, the daughter of my brother, spend time with me this summer during her school summer time off. But my brother can not go with her as he has to work. i am a Canadian citizen , finance support no problem. I will travel with her entering Canada with her parent's authority letter. Can I sponsor my niece, 9 years old for applying a visitor visa for visiting me ? i

1. One of her parents must apply + include a consent letter, copy of the passport from the other parent to allow her to travel abroad without the parents.

2. She needs to prove that her parents can financially support her visit/airfare/etc. Your financial support is secondary.

3. She must prove she has study ties to return to
