I see a lot of posts said if a person wants to sponsor his/her common-law partner, s/he has to meet the PR obligation which may mean stayed 730 days in the past rolling 5 year.
But I cannot find related information in the website:

I am a permanent resident, I have PR status, but I still in my first 5 year and I haven't stayed for 730 days yet, can I sponsor my common-law partner and where I can find the rule?

Last questions, it seems the sponsor application can only by mail? Is there a online way?

It doesn't matter if you are within your first five years. What matters is the residency requirement. Have you been outside of Canada for a total of more than I thee years since becoming a PR? If not then you are good to sponsor. Note that you must be living in Canada to do so.

There is no online application. Mail in only.

No, I went out of Canada for about 2.5 years and re-entered Canada weeks before, but I haven't stay 730 days yet.
Can I sponsor my common law partner under this situation?
