can i sponsor my common law partner while i am not in canada?

Hi,
I am currently living in Mexico with my boyfriend who is Mexican. We want to move to Canada but want him to be able to work in Canada because it may be hard for me to support us both.

What would be the best way to do this in order for him to be able to work the soonest?

Can we do the out-land sponsorship application while we are still in Mexico? That way when we get to Canada he will be able to work? I read that you can sponsor someone even if you aren't in Canada if you show intent on going back.

This whole process is confusing so any help would be appreciated.

1. You can only sponsor outside Canada if you are a citizen.
2. If you are citizen, then here are the instructions : http://www.cic.gc.ca/english/information/applications/fc.asp
3. You have to include a statement as to your intentions as to work/schooling/accommodation in Canada when your spouse is issued a PR visa.
