You can only sponsor your brother and mother at the same time if you brother is still a minor and dependent on your mother. Otherwise you will have to choose who you sponsor first (you won't be able to sponsor them both at the same time). To qualified to be sponsored, they will need to have a job offer in Saskatchewan.

My brother is 19 year old. so if i sponsor him then he will be PR or just temporary residence.
And job offer should be general labor or skilled.

He will be a PR. The job has to be skilled or a designated trade.

There are also other requirements he must meet (language, education, work experience).

Have you read the Saskatchewan PNP web site information? All of the information you are looking for is easily available there.

Hi, you just need 6 months of work experience in Saskatchewan, then you can get the PR

In Manitoba have almost the same requirements

Since you are bringing your family, you should be able to show a bank balance of $30K to $35K to be approved.

If someone single gets settled and has a job in Saskatchewan, what is the procedure other than sponsorship to get his parents to come to Canada permanently? And how long does it take?

What if parents are over 60 years old?

You'll have to wait until CIC started accepting parent / grandparent sponsorship application again. Right now this stream is closed. We expect it to re-open late this year or sometime next year. To sponsor your parents, you must be working in Canada and making a minimum level of income. Your parents must also pass a medical. Right now the processing time is 5+ years.

What about visit visa for parents? If I end up getting a good job, what are the chances of my parents getting multiple entry visit visa?

Your parents can apply for a visit visa or they can apply for a super visa if you are making sufficient income and if they can pass the medical. It's impossible to say what their chances are of being approved. When they apply, they should include evidence that demonstrates they have strong ties to their home country and have no plans to remain in Canada long term (i.e. overstay their visit).

If parents are over 60, does their age in any way affect (increase or decrease) their chances of getting visa?
