Can I send US FBI Police certificates to house in US and have roommate forward it through UPS?

Hi,

I am currently outside the US (in Peru), and I am trying to get the US FBI police certificate (since I lived there longer than 6 months). But the deadline for submission is approaching within a month, can I have the FBI send that to my house in the US, and then have a roommate send it to me through UPS? In case I do not receive it in time, will that tracking number also be accepted? (I read in the instructions that if the police records take too long you can use the tracking number).
Or will it be preferable to just have it send to my home in Peru directly and Canada Immigration officers will be patient enough to wait longer?

First, if you haven't already applied for your FBI PCC, and your submission deadline is in a month, just assume from now that you'll be submitting your application without the FBI PCC and using and LOE (and proof that you've applied for the PCC) to request that IRCC gives you more time to submit the FBI PCC (please note, there's no GUARANTEE that they will). FBI PCC's take 3 months or longer to get, and that was before they started their current system upgrade, which could delay the process even further.

Regarding your main question: this is fine, just as long as you are sure your roommate will watch out for the PCC and send it to you in Peru via UPS as soon as he/she gets it. I had my PCC sent to my sister's Canadian address because mail in my home country is notoriously unreliable and I didn't want the PCC to end up being lost trying to find its way to me current address.

Thank you, yes It was definitely my fault, I was concerned about the other paperwork and I freaked out when I visited the fbi page and I saw the waiting period. I will go the UPS route then. Would you mind telling me what the LOE is and what would be the best way to format it or word it? I thought I was just going to send a simple letter stating the reason for the delay and the tracking numbers plus a scan of the receipt

LOE stands for 'letter of explanation'. It is exactly what you were already planning to send - a simple letter stating the reason for the delay. The letter doesn't have to have the tracking number though (IRCC isn't interested in tracking your PCC; they're only interested in you sending it). However, you WILL need to include the scan of the receipt (plus any other document that proves you've actually submitted your application for the PCC to the FBI) as proof to IRCC that you've actually requested it, but just haven't gotten it yet.

This is not a guarantee though; it's completely at the discretion of the Immigration Officer reviewing your file, whether they want to grant you an extension of the FBI PCC or whether they're going to reject your application as incomplete. So I would ensure your letter is also written in a humble manner, asking for additional time, and expressing gratitude for any consideration that can be given, to try to appeal to the kinder nature of the Immigration Officer.
