You can't get a SIN with a visitor visa. Since you are PR, you can't get a Canadian visitor visa. You have renounce your PR first.

It depends on the bank. My spouse, for instance, was able to open a checking account in TD when she was on a visitor visa. They did ask for my PR card, however.

Hey thanks for your response! I My friends case is he doesn't have a spouse on Pr or work peemit! It's just him, and you say it's possible?

Not a problem. Just take your passport and go. You do need a local address and a phone number though.
In my experience definitely not easy to do. I guess it depends on the bank and branch. Normally as a visitor you are expected to use your bank account from your home country.
