I know I made a thread the other day about being able to leave the country for a few days with BOWP however I no longer trust the immigration advisor who supposedly was helping me and told me it would be fine to be outside of Canada for more than a month.

I was planning already to go back to my home country for around 6 Weeks(starting mid Nov) and come back to Canada in early January. I applied for PR in May 2019 through EE. Now, I am reading in some forums that it wouldn’t be the smartest move as I applied inland and if CIC asks for my passport I am not currently in Canada right? As well as I would probably have to stay in the country in order to receive the PR card (as it would be sent to my Canadian residence and no third parties can get it). In your opinion, is it wiser to just stay in Canada?

This is my current understanding of my situation and I’ve seen conflicting information, would really appreciate some insight. Thank you.

My home country doesn’t need a visa currently (MEXICO) and I have BOWP valid until April 2020.

It's definitely wiser to stay in Canada until you do your landing and then go back to your home country as you like. It may complicate things for you during background check.

As far as the legal context for your situation, you are perfectly within your right to leave and return since your BOWP is valid and it does allow you to return to Canada and even if you are sent a passport request you aren't at that stage considered a PR until you do your landing so your BOWP is valid. Bar in mind, once they issue your EE-IM1 and your COPR, your BOWP will be revoked, this does happen after you send in your passport and not before. PPR is barely a notification that you are approved in principle but you aren't at that stage a PR till you do your landing.
