Can i have the IELTS, TOEFL, GRE or other english certificate without sitting for exam?

Only if you are prepared to lie and cheat.
Beware that anyone offering to sell you a false certificate only wants your money. They don't care about you being banned from Canada or any other country for supplying false documents, which is what will happen.

there is no way you can score without it.
