I'm looking for quick 1 year or less certification to help find a job offer in Canada I like to go to toronto. Can I go for just a certification or do I need to get into a university to come to Canada with. What is the process I would need to go threw to get into a school and get the paper work needed to come.

What college are you taking a 1 year program for a trade? Certification for what? Apprenticeship for trades take years. Get admission and apply for a study permit.
That is just the college part of the program. The apprenticeship and certification takes at least 3 years so you will need to be PR to complete the apprenticeship. The link is for Ontario. You need to justify the program to show career advancement in home country to justify costs. Also need to show education advancement.
