My step dad lives up there, I'm not sure if he is a citizen but he's been in Canada for years and has a nice job and house waiting for us. Now my mom claims she can go their, get married and we will be able to school soon after with no problems. The thing is she just wants to go through the border by car without the paper work in becoming a resident.. I just wanna be able to move there(16 years old ) and be able to get a highschool education.
 
You and your mom can visit your step dad but you can not officially move until you get your papers. Your step-dad must sponsor you and your mom for PR. He does not have to be a citizen to do that. It is ok if he is a PR.

It depends on the school if they will let you enroll on a visit visa. They may say that it's ok because your step-dad is sponsoring you but they could also say that as a visitor, you are not entitled to attend school in Canada.
