Can I get Visa if I have 16 backlogs in Engineering?

Hi,

Need some help from you friends. I completed my Electrical Engineering in June 2011 and I have 3 years of exp in my educational field. Now I want to do MBA or PG in my educational field but during study I have 16 backlogs but clear all that. Now I am confuse about admission and visa chances on basis of my profile.

10th 72.14%
12th 65%
B.E 54 % overall
IELTS 6.0
