Can I get PNP with 403 CRS

Hi,

I have a query on behalf of my brother. His profile is below

Age: 31
Country: India
Education: Master in Pharmacy
Experience: Licensed Pharmacist in Saudi Arabia(6 years)
IELTS: 7.5 7.5 7 7 (LRWS)

His CRS for the above profile is 403

He is trying for CLB 9(8777)

Can he get PNP with any of the provinces with this profile?

What is the NOC because if it is for pharmacist your brother will be ineligible for PNPs because it is a licensed profession. Does he have an ECA for his masters.

Yes, he got ECA done from the PEBC
