can i get my visa with phd and then go to master?

i have 2 offers .one from a university in saskatchewan for phd degree without fund
And another master degree with fund from alberta.these two offers have different field of study.
Can i get my visa with phd of saskatchewan and after coming to canada change it to master alberta with different field?
