Can I get file number without engineering evaluation?

Hello, I am posting here while really worried about the new Express Entry system being introduced soon.
I can apply within a month but the only important thing missing is Engineering degree evaluation.

I am wondering if I can apply without engineering evaluation? In this way I would be able to get a file number, and send evaluation results later?!
Is this possible?
