Can I get biometrics Collected before applying for visitor record?

My wife and I are US citizen and we would like to spend 12 to 14 month in Newfoundland and Northern Labrador on our sailboat. We will be in very remote locations, which will make it really impossible for us to visit a biometrics collection location after we apply for a visitor record approximately 5 months after we enter Canada as tourists. We will not be working while we are in Canada.

My hope was that we could have our biometrics collected in the United State months before we sail to Canada. However, when I go to schedule an appointment it asks for "Biometric Instruction Letter Application Number" and will not allow me to compete the form without this number.

Is there a way to have my biometrics collected before applying for the visitor record, or should I apply for a visitor record before we sail to Canada?

Is there another way to do this that I am missing?

What is the likely hood that the officer at our port of entry into Canada would grant us 12 to 14 months?
