Can I get admission according to my backlogs..?

I am from andhra pradesh,India.
I have done my B.Tech in CS with 57%(27 backlogs) with one more extra semester for writing supplementary. i.e. regular passout is may-2012, i completed it in november-2012.
and i have 6.5 ielts score(l-6.5 r-6.5 w-5.5 s-6.5).
10 is 81%
10+2 is 63%

I want to apply for a pg diploma course, can I get admission with dis profile. Am I eligible for spp category or can I apply visa under general category.
and what are the chances for getting visa.

27 backlogs are just too much bro....i do not want to disappoint you.....but that is a very big number...

you could try for US though....
