Can I extend my study permit while PR is being processed?

Is it possible to renew my study permit while my PR is being processed, or wait until PR process is completed?

You should definitely apply to extend your study permit if it is about to expire and you want to continue studying. The two are different applications processed in different offices and having applied for PR will not give you any rights in itself and PR processing does not happen fast enough to save you from having to extend.
