Can I enter to Canada without Pr card?

Hello, I am a new immigrant thaks to family memember's sponsorship. I went to Canada to be a permanent resident on 16th0ctober,2014, and I applied for pr card at that time. I have returned to South Korea to finish my studies.
The problem is that my relative who lived in Canada have not receive my pr card. I have C.O.P.R(confirmation of permanent residence) paper and sin number. Can I enter to Canada without pr card? Must I have travel document?
Am I too late for applying for pr card again?

Technically yes, but you need your COPR.

You can use CoPR to re-enter Canada by a private vehicle, otherwise a travel document is needed.

Travel document is only needed to board a commercial airline or bus. Once at Canada border, there is no need for Travel Doc or a PR card as your passport + COPR is more than enough.

So if OP is Korean and holds a visa-exempt passport, they should be able to board a flight to Canada by indicating to the airline they are a visa-exempt passport holder traveling as a visitor to Canada (just don't mention PR status). In a worst case scenario an airline may demand to see a return ticket to allow boarding, however in that case one could simply buy a refundable return ticket on the spot and cancel it as soon as they've been issued their tickets.

Thank you for your assistance. I didn't know that I can holds a visa-exempt passport. I booked a return ticket because of lower cost, so I will not be confronted with a worst situation. I also want to go through immigration without problems. I did not expect to read detailed answer. Have a good day.
