I am waiting for PR card to arrive. But I have a trip planned for Cancun. Can I enter Mexico with PR travel document or US b1/B2 visa? I have a non exempt country passport.
 
I believe you can use any valid US/Canadian visa as a substitute for a Mexican visa (if you need one to enter).

All foreign visitors, regardless of their nationality, traveling to Mexico for tourism, business or in transit to another destination, are exempt from presenting a Mexican visa as long as they have a valid visa issued by any the following countries: Canada, Japan, the United States of America, the United Kingdom or any of the countries comprising the Schengen Area.

The issue you will have will be without a PR card or a PRTD you will not be able to board a plane back to Canada. You can only apply for a PRTD from outside Canada and will usually take longer to obtain than a vacation so the only alternative would be fly back via the US and cross over a land border with your COPR.
