Can i enter Canada from anther city?

i approved for study visa and visa stamped to study in Saskatchewan, i plan to travel before the start for studying to Toronto for tour for 1 week.
1-Can i do this?
2-I will issuing the study permit from Toronto or from Saskatchewan?

1- Yes you can, you must prove your funds and preferable have an inward flight to Saskatchewan.

2- Study permit will be issued at first Canadian airport you reach. In your case that would be toronto.

As far a first POE into Canada there is little choice anyway unless flying in from the US, Mexico, Cuba ,Jamaica or Dominican Republic all other flights into Regina are domestic and Saskatoon is very much same. So from an international viewpoint immigration fomalities would be completed at the first POE, Toronto would be fine
