Can I enter canada as a visitor if I am still awaiting decision on my CAQ ?

I have already applied for my CAQ (Certificat d' Acceptation) for Quebec but has not arrived yet. I am just wondering if I am still able to enter in Quebec as a visitor on my british passport in order for me to leave my dog there with a friend as I cannot take it back with me to the UK. My flight leaves Miami in 3 days. Will Canadian Immigration allow me to do this as i am not intending to work without a CAQ but I have to leave my dog with my friend before I go to the UK as the UK will not allow me to take my dog in there as has to be quarantined for 6 months.
