If your flight is international into YTZ (e.g. from the USA), then fine. CBSA must provide customs officers etc. and you can 'land' there.
You must land and declare PR at the first port of landing in Canada. So for example if you were doing a 'transfer' flight from another country to say Montreal, then transferred to an internal Canadian flight to your final destination (say Quebec City), then you must land and declare PR in Montreal - you cannot transfer to an internal Canadian flight and expect to declare PR at the other end, chances are that you will arrive at an internal terminal without the facilities for landing.
PS - Love that little airport by the way! I landed a small Cessna 172 there a couple of years ago, one of the most scenic approach I have ever done!
