Can I Create citizenship application account before eligibility

Hello Everyone,

I am Permanent Resident of Canada and will be eligible to apply for citizenship by this month end (Nov 30).
I was wondering if I can create the account today to fill out the details and submit the application in Dec 1st week.

Yes you can. The Physical presence calculator will be flagging red and saying that you are not yet eligible, but you can still work on all other sections of the application. Fun fact: you can even submit your application (even with Physical presence calculator saying you are not eligible), but of course it wouldn't make any sense to do so as you application will get rejected.
