can i change my college and course after coming to canada

my visa got approved for one year program. my college is St Clair and post-graduate diploma program is the international business management + ff. I have the bachelor of commerce degree. problem is that I do not have interest in accounts, business, tax like subjects.On the other hand, I have always allured by new technical website developing related things.Furthermore, I love to do work as a website designer. Now I need to know is that, can I get change my course and college which is related to digital media marketing(post graduation diploma) at George Brown College in Canada. seats are available there. my flight is on 27/04/018 and IBM start date is 7/05/2018.
Can I get your valuable suggestions for getting my post graduation degree course in Canada?

1. is changing a college and course affects my PR and study permit.
2. if not, how can I change this
or
I have to solve this question with any other resolution?

It does not affect your SP, or PR(except if your grades are awful or no work experience)

Every international students are allowed to transfer to a different college, and to a change of course(the only concern here is that you changing your course to a whole different field entirely, before you transfer or change your course first consult the school course's advisor)

...the college will (also) surely notify CIC of any likely changes. DLI always give potential updates to CIC about any Transfer, Withdrawal, Studies Suspension etc

above all, it's also right and advisable to inform CIC about any change

Also make sure you go to a public college or school not just on the DLI list.
