If I move from USA to Canada with a Canadian TWP (Temporary work permit), can I bring goods (furniture, car, household electronics etc) with me? Is it any different if I have my PR first and then move to Canada?

If I plan to apply for a PR after I start working in Canada, does it change anything?
 
are you a US citizen? I know one US lady who was moving to Canada to live with her boy-friend several years ago and she brought all your belongings with her by land. she was not stopped at a border - she entered as a visitor.
I honestly don't know about TWP rules. but I don't think it should be a problem.

Yes, but the goods will only be admitted for the length of the work permit. You can't sell or give them away in Canada. If you receive your PR you then can import them. Note the car must be importable and must be exported from the US and imported to Canada see: www.riv.ca
