Can I apply Visa when the current work permit is still under processing?

Hi All,

Since the work permit processing takes such a long time this year, I just wonder if I can apply Visa when the work permit is still under processing. My previous work permit has expired in Oct and I have extended it in early Sept, with the same employer. My visa also expired in Oct and now I have implied status staying here. For the past two years, I always apply visa after work permit is approved. I just wonder if I can apply Visa under this condition?

Temporary Resident Visa
You will need a temporary resident visa to return to Canada.
If you are working or studying in Canada, your temporary resident visa may expire at the same time as your work or study permit. If your work or study permit is expiring soon, please renew your study or work permit first. Once your study or work permit is approved, you may apply for your temporary resident visa.

This is from the website. It seems impossible. Any other possibility to get visa earlier? I just want to make the Christmas travel abroad.
