Can I Apply TRV for parent in a country which is not country of residence?

I am Indian, living in USA on a Green Card.
I am inviting my mother to visit me, she has a US B2 visa.
While she is here I would like to take her over to Candain side to see the tourist sites near the border.
She does not have a Canadian TRV.
Can I apply for her Canadian TRV once she is in the US? OR does she need to apply for it in India?

I am thinking it will be easier for me to get all the paper work and follow up when she is with me, rather then directing over phone.
But I am not sure if it will impact her application negatively if she applies from US when her country of residence and country of citizenship are India.
Has someone applied from outside their country of residence and country of citizenship, and been successful?

yes, you may do it for her from US.

You may do it from the US, but the NY consulate can take more time than the Indian consulate. Check processing times for each office and that could help you make a choice between your preferred options.

I see that New Delhi consulate process TRV apps in 9 days, and New York consulate takes a minimum of 30 days. WOW!
But sounds like its not a problem for eligibility / proving ties to home country, if visa application is from USA in this case. Is that correct?
