Can I apply open work permit of my spouse without TRV stamped

Hi All

My WP extension is approved till 1st Feb 2019. My spouse Visitor Extension is also approved till the same date and both applications are filed by employer.

Now I wanted to apply for open work permit for my spouse. My question is can I apply it before getting the TRV stamped on my passport or should I first apply for TRV?

Current TRV for both of us is valid till 1st Feb 2017.
