Can I apply for work permit if my spousal application is refused

I am a Dutch citizen and my spousal application is refused can I apply for work permit to go there stay as i have a opportunity to be hired as a MD in one company

Provided your employer can obtain an approved LMIA - then yes.

Reason for refusal?
Unless its something like a criminal history, or health issues that 'can be burden to Canadian taxpayer', your spousal permit refusal should not impact work permit application.

Note that if your exclusion order is still active, the work permit won't be approved.

Yeah That is right I just want to make sure if i come back after ne year what is my best option because I don't think that I will apply for spouse application

The work permit route may not be viable either. To be approved for a work permit, you have to demonstrate ties to your home country and prove you have no plans on remaining in Canada long term. Given your immigration history in Canada, it may be quite difficult to prove this. I would apply to immigrate instead if at all possible. If spousal sponsorship isn't going to work - then go with an economic stream like Express Entry. Good luck.

It's an economic immigration route. That's what I would recommend for you given your history in Canada. I think you'll struggle to get any temporary visa (e.g. work permit) approved. Good luck.
