The work permit route may not be viable either. To be approved for a work permit, you have to demonstrate ties to your home country and prove you have no plans on remaining in Canada long term. Given your immigration history in Canada, it may be quite difficult to prove this. I would apply to immigrate instead if at all possible. If spousal sponsorship isn't going to work - then go with an economic stream like Express Entry. It's an economic immigration route. That's what I would recommend for you given your history in Canada. I think you'll struggle to get any temporary visa (e.g. work permit) approved.
